So what you can do is to set a meeting with their florist and lay down what you want and check what they can offer, then maybe come up with agreement so that your needs can be met too.

For your bridesmaids, instead of using a bouquet for each of them, use wrist corsage instead.  I will come out to be a lot cheaper. The bridesmaids can also move freely when not holding a bouquet.

Use one flower button holes to lessen the  cost or check out some  tutorials online that help you make your own button holes. The cost of the wedding flower arrangements will also depend on the choice of flowers that you like and how it is arranged. You can go for simpler arrangements and use single flower arrangement for the table centerpiece or even the bridal bouquet. 

For decorating your tables during the reception, why not try renting  accessories like vases instead of buying? It will come out a lot cheaper also and you will not be hassled buying them. It is always a good advice to buy the flowers that are in season. Aside for being cheap, it is also available anytime.
